Title
Authorization to Print National Language Materials
Law
Executive Order No. 263
Decision Date
Apr 1, 1940
Manuel L. Quezon authorizes the printing of a Tagalog-English vocabulary and grammar, mandating the teaching of the national language in all public and private schools starting June 19, 1940.

Questions (Republic Act No. 11707)

It authorizes the printing and publication of the Tagalog-English Vocabulary and the grammar of the national language (entitled “Ang Balarila at Wikang Pambansa”), and directs when the national language shall begin to be taught in public and private schools.

Upon the proclamation of the national language by the President, it is the duty of the Institute of National Language to prepare a dictionary and a grammar of the national language.

Not later than two years after the proclamation of the national language, the Institute must publish the dictionary and grammar prepared under the law.

The President shall issue orders to the Department of Public Instruction directing that beginning on a day to be fixed by the President, the national language shall be used and taught in all public and private schools in accordance with the dictionary and grammar.

It prepared and submitted (1) “Tagalog-English Vocabulary” and (2) the grammar entitled “Ang Balarila at Wikang Pambansa.”

Section 3 of Article XIII of the Constitution is invoked, which enjoins the adoption of a common national language based on one of the existing native languages.

Manuel L. Quezon authorizes it as President, by virtue of powers vested in him by Commonwealth Act No. 184 as amended by Commonwealth Act No. 333.

Beginning on the nineteenth day of June, nineteen hundred and forty (June 19, 1940).

It directs the Secretary of Public Instruction to prepare necessary rules and regulations to carry the order into effect, with the approval of the President of the Philippines.

It does both: it authorizes printing and publication of the dictionary and grammar and also directs that starting June 19, 1940, the national language shall be taught in all public and private schools.

It states that since the Institute has already performed the main duties imposed by law (preparing and completing the dictionary and grammar), further sessions are unnecessary unless otherwise directed by the President.

The dictionary and grammar prepared and published by the Institute serve as the reference basis; the President’s orders require public and private schools to use and teach the national language in accordance with those materials.

Yes. The order directs that beginning June 19, 1940, the national language shall be taught in all public and private schools of the country.

It reflects a statutory-implementation structure: the WHEREAS clauses establish legal and factual bases (constitutional mandate, statutory duties, Institute’s completion), which supports the final operative directive authorizing publication and setting the school implementation date.
