Functions and Responsibilities of the National Peace and Order Council (NPOC)

  • Performs other duties as may be directed by the President.

Duties of the Regional, Provincial, City, and Municipal Peace and Order Councils

  • Serve as forums for discussing peace and order concerns, including insurgency.
  • Recommend measures to improve peace and public safety, including anti-insurgency.
  • Coordinate internal security operations among civil authorities, military, and police.
  • Exert moral suasion or recommend sanctions against officials supporting Communist rebels.
  • Monitor livelihood and infrastructure programs targeting remote and indigenous populations.
  • Have authority over Civilian Volunteer Organizations under PNP supervision.
  • Perform additional functions assigned by law, the President, or NPOC.

Secretariat and Administrative Support

  • NPOC Secretariat headed by a Deputy Director General of the National Security Council (NSC).
  • Secretariat handles administrative and technical functions and coordinates government activities related to peace and order.
  • Regional DILG Director heads the RPOC Secretariat.
  • Senior DILG officer serves as Secretariat head at provincial, city, and municipal levels.
  • Secretariat staff assisted by the regular personnel of the respective council chairman.

Regional Internal Security Operations (ISO) Coordinating Center

  • Established in each region under the RPOC.
  • Coordinates internal security operations involving civil authorities, military, and police.
  • Infantry Division Commander acts as Coordinating Officer.
  • Presidential Assistant for the Region mobilizes civilian agencies to support the Infantry Division Commander.

Kalayaan Barangay and Development Initiatives

  • The Department of Defense prepares the Kalayaan Barangay list.
  • List may be amended with approval from the Unified Area Commander.
  • Aims to facilitate livelihood and infrastructure projects to isolate remote rural and indigenous populations from Communist leaders and agitators.

Repealing Clause

  • Prior inconsistent issuances on Peace and Order Council organization and functions are superseded by this Executive Order.

Effectivity
