Executive Order No. 773, dated January 5, 2009, further reorganized the Peace and Order Council.

The Secretary of the Interior and Local Government (SILG) chairs the National Peace and Order Council (NPOC).

Members include the Director-General of the National Security Council, Executive Secretary, Secretaries of Foreign Affairs, National Defense, Justice, Agriculture, Agrarian Reform, Public Works, Social Welfare and Development, Health, Trade and Industry, Transportation, Education, Environment and Natural Resources, the Press Secretary, Chairpersons of Dangerous Drugs Board and National Commission on Indigenous Peoples, Presidential Adviser on the Peace Process, and other senior officials including the Chief of Staff of the AFP and the Chief of the PNP, among others, plus three private sector representatives appointed by the President.

The RPOC includes the region's Provincial Governors, Mayors of Highly Urbanized Cities, Presidents of the Leagues of Municipalities, regional counterparts of the departments and agencies listed in the NPOC, one representative of the Mayors of Component Cities, three private sector representatives appointed by the Chairman, and the Commander of the Infantry Division as the military counterpart.

The NPOC is responsible for contributing to National Security Council strategies addressing peace and order problems, coordinating and monitoring peace and order plans, providing a forum for interdisciplinary dialogue on major issues affecting peace and order, and performing other duties as directed by the President.

The Secretariat of the NPOC is headed by the designated Deputy Director General (DDG) of the National Security Council (NSC).

The PPOC provides a forum for dialogue on peace and order issues, recommends measures to improve peace and public safety including anti-insurgency efforts, recommends convergence of internal security operations, applies moral suasion or recommends sanctions against local officials supporting rebels, monitors livelihood and infrastructure projects in remote areas, and performs other functions assigned by law or the NPOC.

The Regional ISO Coordinating Center coordinates internal security operations efforts of civil authorities, military, and police in the region, with the Infantry Division Commander as the Coordinating Officer.

They are appointed by the Chairman of the RPOC after consultation with council members and acquiring appropriate security clearances.

The Kalayaan Barangay list, drawn up by the Department of Defense and amendable with Unified Area Commander approval, identifies remote rural and indigenous population areas for the provision of livelihood and infrastructure programs to isolate them from Communist rebel influence.
