Causes of Glare and Dazzle
- Direct glare from the sun during daytime
- Glare from vehicular lights due to failure to dim headlights
- Broken tail light lenses
- Unauthorized rear, side, or spot white or neon lights at night (except white rear plate and backup light)
- Reflected light from chrome, nickel-plated, or stainless steel vehicle parts with glossy or shiny finishes
Regulatory Basis
- Implements Section 4(d)(1) in relation to Section 34 of RA 4136 (as amended)
- Adheres to PD 96 and Article 33 of the Vienna Convention of 1968 (as amended)
Prohibited Vehicle Conditions
- Vehicles with front or rear components/accessories that are chrome/nickel plated or stainless steel with glossy, mirror, brilliant, or shiny finishes
- Vehicles equipped with dazzling headlights, broken tail light lenses, or unauthorized rear/side/spot white or neon lights of any color except legally allowed white rear plate and backup light
Registration and Operation Restrictions
- Vehicles with the above conditions are disallowed from original or renewal registration
- Such vehicles are barred from operating on public roads and highways
Compliance Period for Existing Vehicles
- Owners of affected vehicles registered prior to this circular have 3 months to eliminate glare issues
- Compliance can be achieved via replacement or alteration to a flat, dull, brushed, or hairline finish
Penalties and Enforcement
- After the compliance period, non-compliant vehicles operating on public roads will be impounded
- Owners will be penalized with a fine of PHP 500.00
Supersession of Conflicting Issuances
- Previous orders, memoranda, and issuances conflicting with this circular are superseded
Effectivity
- Circular takes effect 15 days after filing three copies with the University of the Philippines Law Center
- Must be published in a newspaper of general circulation for effectivity
