Glare/dazzle may be caused by (1) direct rays from the sun or vehicular lights due to failure to dim headlights or broken tail light lenses, unauthorized rear/side/spot white or neon lights, and (2) reflected light from stainless, chrome, or nickel plated vehicle parts with shiny or mirror-like finishes.
Motor vehicles with front and/or rear body parts or accessories chrome/nickel plated or made of stainless steel with glossy/mirror/brilliant/shiny finish, or vehicles with dazzling headlights, broken tail light lenses, unauthorized rear/side/spot white or neon lights of any color (except specified exceptions), are prohibited from registration and operation on highways.
It cites Section 4(d)(1) in relation to Section 34 of Republic Act 4136 as amended, Presidential Decree 96, and Article 33 of the Vienna Convention of 1968 as amended.
Owners have three (3) months from the effectivity of the circular to eliminate glare and dazzling accessories by replacement or alteration to a flat, dull, brush or hairline finish.
