EO directing NAC on RAM-SFP-YOU amnesty

Executive Order No. 299 implements amnesty mechanics under Proclamation No. 723, which covers RAM-SFP-YOU members included in a list to be mutually agreed upon by both peace parties.
The delegated amnesty authority to the NAC is traced to Proclamation No. 347 dated March 25, 1994.
The amnesty framework is connected to the General Agreement for Peace dated October 13, 1995, signed between the GRP Panel and RAM-SFP-YOU.
The order’s guidelines reference a Supplemental Agreement and a Preliminary Agreement dated December 23, 1992 that address cessation of hostilities and peace coverage parameters.

Section 1 directs the NAC to conduct verification, processing, and final determination of qualifications of persons in the RAM-SFP-YOU list to be covered by amnesty under Proclamation No. 723.
Section 1 imposes a fixed completion period of sixty (60) days from issuance of Executive Order No. 299.
Section 2 requires the NAC to promulgate implementing rules consistent with peace-agreement limitations and list-validation requirements.

Executive Order No. 299 covers RAM-SFP-YOU members and supporters who are included in the list intended for coverage under Proclamation No. 723.
Section 2(a) establishes that no act or crime committed during the period from December 24, 1992 to October 13, 1995 shall be covered by the grant of amnesty.
Section 2(b) requires the GRP Panel to ensure that the RAM-SFP-YOU list of members to be granted amnesty is mutually agreed upon by the Government and the RAM-SFP-YOU.
Section 2(c) requires the list of qualified RAM-SFP-YOU members to state the acts/crimes that serve as the basis of the grant of amnesty.

Section 1 orders the NAC to verify, process, and make the final determination of qualifications for those included in the RAM-SFP-YOU list.
Section 2 mandates the NAC to promulgate rules and regulations to implement the verification-processing-final determination mandate.
Section 2(a) conditions the implementing rules on the cessation-of-hostilities terms and the time-bound exclusion for acts/crimes committed December 24, 1992 to October 13, 1995.
Section 2(b) conditions implementation on the GRP Panel’s responsibility for mutual agreement of the amnesty list.
Section 2(c) conditions list qualification on stating the specific acts/crimes as the basis for amnesty.

Section 3 requires the GRP Panel, the Department of Justice, the Department of National Defense, the Department of Interior and Local Government, and all other government agencies to coordinate with and assist the NAC in accomplishing the function under Executive Order No. 299.
Section 3 makes agency assistance mandatory for the NAC’s verification, processing, and final determination tasks.
