EO 299 directs the National Amnesty Commission (NAC) to verify, process, and finally determine the qualifications of RAM-SFP-YOU members included in the list to be granted amnesty under Proclamation No. 723.
The National Amnesty Commission (NAC) is mandated to conduct verification, processing, and final determination of the qualifications of persons in the mutually agreed list of RAM-SFP-YOU members and supporters.
NAC must complete its verification, processing, and final determination within sixty (60) days from the issuance of EO 299.
Proclamation No. 723 is the proclamation that provides for amnesty for RAM-SFP-YOU members included in a list to be mutually agreed upon by both the GRP Panel and RAM-SFP-YOU; EO 299 supplies the implementing directive for NAC’s verification and determination.

EO 299 states that NAC has the power to grant amnesty delegated to it under the terms of Proclamation No. 347 dated March 25, 1994.
No act or crime committed during the period from December 24, 1992 to October 13, 1995 shall be covered by the grant of amnesty.
It ties the amnesty process to the General Agreement for Peace and the lists mutually agreed upon, requiring verification that the individuals are bona fide members and properly qualified under the agreement’s terms.
