Executive Order No. 273 establishes the independent municipality of Lapuyan in Zamboanga del Sur, segregating it from Margosatubig and outlining its governance and boundaries, effective after November 12, 1957.

Legal basis for creation

Geographic boundaries of Lapuyan

  • The order establishes Lapuyan’s boundaries by a beginning point at Point (1) at the mouth of Dumanquilas River.
  • Lapuyan’s boundary runs easterly to border the Lumanquilas River on the Lapuyan side, then proceeds straight to the provincial road at Point (2) which is 100 meters from the school site at Bulawan.
  • From Point (2), the boundary proceeds northerly, passing partly through sitios Talabab and Tiguba toward Tigbao (with Tigbao within the municipality of Dinas) and reaches Point (3).
  • From Point (3), the boundary proceeds straight passing through the boundary of the municipalities of Pagadian and Margosatubig to Point (4).

Boundary continuation to final closure

  • From Point (4), the boundary follows the provincial boundary of Zamboanga del Norte and Zamboanga del Sur westward to Point (5).
  • Point (5) is defined as the intersection of the boundaries of the municipalities of Margosatubig and Malangas and the provincial boundary of Zamboanga del Sur and Zamboanga del Norte.
  • From Point (5), the boundary proceeds to Point (6) passing through the boundary of the municipalities of Malangas and Margosatubig.
  • From Point (6), the boundary follows the boundary of the municipal waters of Lapuyan pursuant to Section 2321 of the Administrative Code until it meets the mouth of Dumanquilas River at Point (1).

Adjustments to the mother municipality

  • The Municipality of Margosatubig retains its present territory minus the portions included in the Municipality of Lapuyan, as delimited by the boundary description.

Conditions for municipal existence

  • Lapuyan begins to exist after November 12, 1957 upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors of Lapuyan.
  • Lapuyan’s existence also requires certification by the Secretary of Finance that Lapuyan is financially capable of implementing the Minimum Wage Law.
  • The Secretary of Finance must further certify that Lapuyan can provide all statutory obligations and ordinary essential services of a regular municipality.
  • The certification must also confirm that after segregation, the mother municipality of Margosatubig can still maintain its municipal government creditably and provide essential municipal services.
