Lapuyan, Maruing, Kumalarang, Karpok, and Timbang—each all of which were part of the Municipality of Margosatubig.
The seat of government is at the barrio of Lapuyan.
Boundaries begin at point (1) at the mouth of the Dumanquilas River, then proceed in an easterly direction.
It specifies moving easterly bordering the Lumanquilas River on the Lapuyan side, then straight to the provincial road at point (2) located 100 meters from the school site at Bulawan.
Pagadian, Margosatubig, Dinas (through Tigbao), Malangas, and also reference to Zamboanga del Norte and Zamboanga del Sur as provincial boundaries.
It states that Lapuyan shall follow the boundary of the municipal waters it shall have pursuant to Section 2321 of the Administrative Code.
Margosatubig retains its present territory minus the portions included in Lapuyan, as delimited by the executive order.
After November 12, 1957, upon compliance with conditions regarding appointment/qualification of officials and certification of financial capability.
Appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and certification by the Secretary of Finance that the municipality is financially capable of implementing the Minimum Wage Law and providing statutory obligations and essential municipal services, while Margosatubig can still maintain and provide essential services after segregation.
The Secretary of Finance must certify that Lapuyan is financially capable to implement the Minimum Wage Law and provide statutory obligations and ordinary essential services, and that the mother municipality remains capable after segregation.
To require that the new municipality has sufficient finances to implement wage and other statutory obligations that would apply to regular municipalities.
It makes existence/operational start contingent not only on the issuance of the EO but also on readiness of governance through appointed and qualified officials.
It says the description is based on data shown in a sketch/map prepared and submitted by the Office of the Highway District Engineer of Zamboanga del Sur.
Creation is legally decreed by the EO, but actual existence/effectivity is made conditional on specified dates and requirements for officials and financial certification.
