Ficial Support to CAFGU Active Auxiliary

Article II, Section 4 of the Constitution authorizes the Government to call upon the people to defend the State and to require citizens to render personal military service under conditions provided by law.
EO No. 264 (1987) created the Citizen Armed Forces Geographical Unit (CAFGU) and provided for mobilization of CAFGU Active Auxiliary (CAA) units to complement and support the regular forces of the Armed Forces of the Philippines (AFP) in addressing internal and external security threats.
EO No. 69 (2018) granted CAA members financial support of Seven Thousand Pesos (P7.000.00) for November and December 2018 and directed the DBM to study and propose measures for a continuous monthly grant.
Executive Order No. 6% is cited as the basis for the DBM recommendation to ensure monthly financial support in a fiscally sustainable manner compliant with budgeting, accounting, and auditing laws, rules, and regulations.

The Order recognizes the service of members of CAFGU Active Auxiliary (CAA) units.
The Order directs a monthly grant of financial support to qualified members of CAA units beginning 01 July 2019.
The Order requires implementation guidelines to ensure compliance with budgeting, accounting, and auditing requirements.

Section 1 grants financial support of Two Thousand Pesos (P2.000.00) per month to each member of the CAA units who meets the conditions in Section 2.
Section 2 limits entitlement to duly-appointed members of the CAA units appearing in the AFP-maintained roster.
Section 2 requires that eligible members are actually rendering services.
Section 2 provides that members who are in the roster and appointed but are still undergoing training as of 01 July 2019 receive a prorated portion of the financial support upon satisfactory completion of the prescribed training.

Section 5 provides separability: if any provision is declared invalid or unconstitutional, the remaining provisions continue in full force and effect.
