Prior Financial Support and Study for Continuity

  • Executive Order No. 69 (2018) first granted financial support to CAFGU Active Auxiliary (CAA) members amounting to PHP 7,000 covering the last two months of 2018.
  • The Department of Budget and Management (DBM) was tasked to study and propose mechanisms for continuing financial support on a monthly basis.
  • Following this, the DBM recommended sustainable fiscal measures compliant with budgeting, accounting, and auditing laws.

Grant of Financial Support

  • Starting July 1, 2019, a monthly financial support amounting to PHP 2,000 is authorized for each qualified CAA member.
  • Support is limited to those who meet conditions set forth in the Order, particularly those actively rendering services and duly listed in the AFP-maintained roster.

Coverage and Conditions for Entitlement

  • Only duly appointed CAA members appearing in the AFP roster and actively serving are entitled to the financial support.
  • Members still undergoing training as of July 1, 2019, may receive prorated support upon satisfactory completion of training.

Funding Source and Budgeting

  • The current year's available appropriations will fund the financial support initially.
  • Subsequent funding shall be incorporated in the annual General Appropriations Act, contingent on submission of actual qualified member count to the DBM.

Implementation and Guidelines

  • The DBM and the Department of National Defense (DND) will jointly issue guidelines for the effective implementation of this Order.

Legal Provisions on Separability, Repeal, and Effectivity

  • If any part of this Order is declared invalid or unconstitutional, the remaining provisions continue to be effective.
  • All inconsistent orders, rules, and regulations are repealed or modified accordingly.
  • The Order took effect immediately upon signing on November 8, 2019, in Manila, Philippines.
