Article II, Section 4 of the Philippine Constitution, which allows the Government to call upon the people to defend the State and require citizens to render personal military service, under conditions provided by law.
Executive Order No. 264 (s. 1987). It created the CAFGU, which through mobilization of CAFGU Active Auxiliary units supports and complements the regular forces of the AFP in addressing internal and external security threats.
EO No. 69 granted financial support in the amount of Seven Thousand Pesos (P7,000.00) covering the months of November and December 2018.
To recommend appropriate measures to ensure the continuous monthly grant of financial support to CAA members in a manner that is fiscally sustainable and compliant with existing budgeting, accounting, and auditing laws.
It begins on 01 July 2019 and is granted at Two Thousand Pesos (P2,000.00) per month for each qualified CAA member.
Only duly-appointed members of the CAA units appearing in the AFP-maintained roster who are actually rendering services.
They are entitled to a prorated portion of the financial support upon the satisfactory completion of the prescribed training.
Entitlement is limited to those appearing in the roster maintained by the AFP.
The member must be actually rendering services; mere inclusion in the roster or appointment is not sufficient by itself.
Funding requirements are to be sourced from the current year’s available appropriations.
They must be included in the annual General Appropriations Act, subject to submission of the actual number of qualified CAA members to the DBM.
If any provision is declared invalid or unconstitutional, the remaining provisions not affected continue in force.
All orders, rules, and regulations inconsistent with EO No. 94 are repealed or modified accordingly.
It shall take effect immediately.
EO No. 94 establishes a monthly grant beginning July 1, 2019, and is grounded on the DBM recommendations for sustainable continuous monthly support.
