Policy and purpose
- The order is premised on the condition that the house occupied by Dr. Jose Rizal in Calamba, Laguna, and Dapitan Park in Zamboanga, have been reported to be in a state of decay.
- The order directs that these places should be preserved as national shrines of historical value.
- The order provides that the sites should be made objects of pilgrimage, especially for school children, to keep alive Filipino ideals and to arouse reverence for Rizal.
- The order aims to give school children an opportunity to help finance the repair or reconstruction of these historical places in order to deepen patriotism.
Authorization and who may collect
- Executive Order No. 145 authorizes the “corresponding Superintendents of Public Schools” to collect contributions from elementary, secondary, and collegiate levels in public schools.
- The order also authorizes the Presidents or Deans of State and Private Universities to collect contributions in their institutions.
- The order authorizes the Principals or Directors of Private Colleges and Schools to collect contributions in their institutions.
- Authorized collection must be conducted during 1948 within the fixed period starting on June 19 and ending on December 30.
What is collected and from whom
- The order authorizes collection of voluntary contributions from pupils and students enrolled in public and private schools.
- Contributions apply to students at the elementary, secondary, and collegiate levels.
- Elementary school pupils must be assessed at five centavos each.
- Secondary school students must be assessed at ten centavos each.
- Collegiate students must be assessed at twenty centavos each.
Authorized collection period
- The collection period begins on June 19, 1948, the date of Rizal’s birthday.
- The collection period ends on December 30, 1948, the date of Rizal’s death.
- The authorization is expressly limited to collecting in 1948 during that interval.
Use of proceeds for Rizal sites
- The order requires that the proceeds from the voluntary contributions be used for the repair or reconstruction of two specified places.
- The first place is the house occupied by Dr. Jose Rizal in Calamba, Laguna.
- The second place is Dapitan Park in Zamboanga.
- The authorized purpose is restoration to enable preservation as national shrines and to vitalize patriotism through schoolchildren’s participation.
