Coordination with Law Enforcement Agencies
- The PACC may call upon units or offices from the Philippine National Police, National Bureau of Investigation, National Prosecution Service, and other law enforcement agencies listed in Section 5 of Executive Order No. 3.
- This calling upon requires prior coordination with the head of the concerned agency.
- These agencies execute their mandated functions with respect to crimes enumerated in Section 4 of Executive Order No. 3 under PACC coordination.
- The PACC is explicitly prohibited from conducting independent police operations or investigations.
Supervision and Operational Control of Task Forces
- The PACC has general supervision over all task forces organized according to Executive Order No. 3.
- Task forces made up entirely of representatives from a single law enforcement agency remain under the operational control of that agency.
- Task forces composed of representatives from multiple implementing law enforcement agencies are under the operational control of the agency whose representative is designated as leader.
Research and Information Management
- The PACC is responsible for undertaking research work and maintaining a comprehensive database.
- This database includes information on crimes, offenders, modus operandi, victims, and other relevant data.
- The information is submitted or collected from the reports of the various law enforcement agencies involved.
- The purpose of this research and database management is to enhance efforts against criminality and improve the administration of justice.
Decision-Making Process
- Policy decisions within the PACC as a collegial body are made by a majority vote of all its members.
Effectivity
- The provisions of this Executive Order take effect immediately upon its issuance on January 23, 1995.
