The primary function of the PACC is to act as a coordinating body directing and coordinating the activities of various law enforcement agencies to effect a more vigorous campaign against criminality.

The PACC may call upon existing units or offices of the Philippine National Police, National Bureau of Investigation, National Prosecution Service, and other law enforcement agencies enumerated in Section 5 of Executive Order No. 3 to carry out the mandated functions with respect to specific crimes.
