Purpose and coverage of plate ending
- The memorandum provides guidelines for plate assignment and distribution when plates were issued plate ending not within the quarter under the rule of Circular No. 82-028 dated 08 June 1982.
- The memorandum applies to motor vehicles whose plate ending does not fall within the quarter established under Annex A-1 of Circular No. 82-028.
- The memorandum covers collection of the additional applicable portion of the year MVUC before issuance (or upon renewal in defined cases).
- The memorandum also covers coordination between Central Office, District Offices, Regional Office, and internal supply/property functions through required reports and system updates.
Plate assignment handled by Central Office
- For motor vehicles registered in District Offices or prior to the implementation of AVT-2014-024, plate assignment is handled by the Central Office.
- Central Office plate assignment is based on the plate requirement submitted to MID.
- After plate assignment, District offices take over distribution of the old plates.
- District offices must ensure old plates are uploaded and updated in the system prior to issuance.
Distribution, monitoring, and system certification
- District offices must submit a manually prepared Plate Monitoring Report for the new plate (MVPSP) to the Regional Office, copy furnished Property Section, Central Office.
- The Plate Monitoring Report (MVPSP) must be certified correct by the Supply Officer.
- The Plate Monitoring Report (MVPSP) must be noted by the District Head.
- The Regional Office copy furnished and the certified/notation requirements enable monitoring of new plate issuance.
When plate ending is outside the quarter
- If the plate ending assigned to the motor vehicle does not fall within the quarter under Annex A-1 of Circular No. 82-028, the additional applicable portion of the year MVUC must be collected prior to the issuance of plate.
- The collection obligation is triggered specifically by plate ending assignment outside the quarterly rule.
- The memorandum treats this collection as a condition to plate issuance in such cases.
Additional MVUC for already-issued plates
- For plates that were already issued prior to the memorandum, the additional portion of the year MVUC is collected upon renewal.
- The memorandum grants collection without penalty for already-issued plates when the date of renewal does not exceed one year.
- The one-year limit is counted as a condition for no penalty in collection upon renewal.
Systems update requirement (RSU)
- After collecting the additional MVUC, a Request for Systems Update (RSU) must be prepared to reflect the additional MVUC collected in the data base.
- The RSU requirement applies to adjustments resulting from the additional portion-of-year MVUC collection under the memorandum’s rules.
- The RSU is the mechanism that ensures the database matches the MVUC actually collected.
