Purpose and coverage of plate ending

  • The memorandum provides guidelines for plate assignment and distribution when plates were issued plate ending not within the quarter under the rule of Circular No. 82-028 dated 08 June 1982.
  • The memorandum applies to motor vehicles whose plate ending does not fall within the quarter established under Annex A-1 of Circular No. 82-028.
  • The memorandum covers collection of the additional applicable portion of the year MVUC before issuance (or upon renewal in defined cases).

When plate ending is outside the quarter

  • If the plate ending assigned to the motor vehicle does not fall within the quarter under Annex A-1 of Circular No. 82-028, the additional applicable portion of the year MVUC must be collected prior to the issuance of plate.
  • The collection obligation is triggered specifically by plate ending assignment outside the quarterly rule.
  • The memorandum treats this collection as a condition to plate issuance in such cases.

Additional MVUC for already-issued plates

  • For plates that were already issued prior to the memorandum, the additional portion of the year MVUC is collected upon renewal.
  • The memorandum grants collection without penalty for already-issued plates when the date of renewal does not exceed one year.
  • The one-year limit is counted as a condition for no penalty in collection upon renewal.

Systems update requirement (RSU)
