To provide uniform guidelines on (1) the assignment and distribution of plate numbers and (2) the collection of the additional portion of the year MVUC for motor vehicles issued plate endings not within the quarter, as referenced under Circular No. 82-028.

Plate assignment for such vehicles will be handled by the Central Office based on the plate requirement submitted to MID.
The District Offices handle the distribution of the old plates after assignment.
District Offices must ensure that the old plates are uploaded and updated in the system prior to issuance.
A manually prepared Plate Monitoring Report for the new plate (MVPSP), certified correct by the Supply Officer and noted by the District Head, must be submitted to the Regional Office (copy furnished to the Property Section, Central Office).
When the plate ending assigned does not fall within the quarter as provided under Annex A-1 of Circular No. 82-028.
The date of renewal must not exceed one year.
Prior to the issuance of the plate.
A Request for Systems Update (RSU) must be prepared to reflect the additional MVUC collected in the database.
It requires strict compliance.
To establish clear administrative responsibilities: Central Office assigns plates based on requirements, while District Offices distribute old plates and ensure system updates and submission of monitoring reports for proper tracking.
