Centralized Electronic Database (GOP-OMR) and Registry Requirements
- PhilGEPS maintains a centralized electronic database (GOP-OMR) of all registered manufacturers, suppliers, distributors, contractors, and consultants.
- Procuring Entities (PEs) may maintain a registry system for eligibility determination but must integrate existing electronic registries with the PhilGEPS system.
- Merchant registration requires submission of eligibility documents, a certification of authenticity, and a bank account duly licensed by BSP for payment and posting of securities.
Certification and Eligibility Documentation
- Eligibility requirements can be submitted electronically to PEs through PhilGEPS, with bidders required to certify completeness and authenticity of documents at least seven days before bid opening.
- PhilGEPS issues a Certificate of Registration and Membership to merchants with current and updated Class aAa eligibility documents, which can substitute the original documents when submitted to PEs.
Posting of Bid, Performance, and Warranty Securities
- Securities may be posted in the form of cash, cashier's/manager's check, bank draft/guarantee, or irrevocable letter of credit from Universal/Commercial banks.
- Only Universal or Commercial Banks licensed by BSP can be used for posting bid, performance, and warranty securities.
Guidelines for the Use of GOP-OMR
- GOP-OMR is the official electronic registry for all merchants involved in government procurement.
- All existing registries must be integrated with GOP-OMR to avoid duplication and ensure centralized management.
- PhilGEPS’ role includes approval or disapproval of merchant registration but not determination of eligibility, which remains with the BAC.
Registration and Membership Procedures
- Merchants must submit a duly accomplished registration form, BSP-licensed bank account number, secure email address, digital certificate (once available), eligibility documents, and a certification of authenticity of submitted documents.
- Applications can be submitted electronically or manually.
- PhilGEPS verifies and approves registrations; misrepresentation or blacklisting leads to disapproval or exclusion.
- The blacklisting by foreign or international institutions recognized by GPPB also leads to exclusion.
Membership Classification and Validity
- Merchants may choose membership classifications that define access and usage of PhilGEPS’ services.
- Certificates of Registration and Membership are valid for one year and may be renewed provided records are kept updated at least annually.
- Failure to update records may lead to downgrading of membership status.
Integration and Use of Existing Registries
- Procuring Entities must integrate compatible electronic registries with GOP-OMR or cease using incompatible registries and fully adopt GOP-OMR.
- PEs using electronic systems with additional functionalities may continue using other functionalities but must use GOP-OMR as the official merchant registry.
Manual Registries
- Manual registries are strongly encouraged to transition to GOP-OMR for procurement purposes.
- PEs retaining manual registries must switch to GOP-OMR upon shifting to electronic procurement.
Amendments and Effectivity
- The GPPB may amend the guidelines as necessary to address emerging needs.
- These guidelines take effect 15 days after publication and proper filing with the University of the Philippines Law Center.
