The Government Procurement Policy Board (GPPB) approves guidelines promoting transparency and efficiency in government procurement procedures through the use of the Government of the Philippines-Official Merchants Registry (GOP-OMR) and proposed amendments to the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

The GOP-OMR serves as the centralized electronic database of manufacturers, suppliers, distributors, contractors, and consultants for government electronic procurement to promote transparency and efficiency.

Section 8 of Republic Act No. 9184 mandates the use of information and communications technology in the conduct of procurement procedures to promote transparency and efficiency.

The Government Procurement Policy Board (GPPB) is authorized to approve changes in the procurement process to adapt to improvements in modern technology, provided modifications are consistent with RA 9184.

Merchants must submit a certification stating that the documents submitted are complete and authentic copies of the original, and all statements and information provided therein are true and correct.

No, registration and membership in the GOP-OMR is neither contract-specific nor a finding of eligibility. Determination of eligibility remains the responsibility of the Bids and Awards Committee (BAC).

Merchants must have an account with a bank duly licensed by the Bangko Sentral ng Pilipinas (BSP) for payments and other charges. For posting bid, performance, and warranty securities, the bank must be a Universal or Commercial Bank.

All existing electronic registries that allow submission and/or recording of eligibility requirements shall be integrated with the GOP-OMR, and procuring entities must cease using their prior registries for procurement purposes.

The PhilGEPS office shall deny registration or exclude such merchants from the GOP-OMR, resulting in cancellation of their PhilGEPS account.

Procuring entities maintaining manual registries are encouraged to shift to GOP-OMR. They may retain manual registries temporarily but must use GOP-OMR once they shift to electronic registries for procurement.
