Scope and Adoption of the Philippine Plan for Gender-Responsive Development (1995-2025)
- The Plan covers the period from 1995 to 2025, aimed at mainstreaming gender and development (GAD) concerns nationwide.
- It applies to all government agencies, departments, bureaus, offices, instrumentalities, and government-owned or controlled corporations at national, sub-national, and local levels.
Key Directives to Government Agencies
- Mandates agencies to take appropriate steps to ensure full implementation of the policies, strategies, programs, and projects outlined in the Plan.
- Requires institutionalization of GAD efforts by incorporating gender concerns in planning, programming, and budgeting processes, specifically in:
- Annual agency plans formulation, assessment, and updating.
- Inputs to medium/long-term development plans.
- Sectoral performance assessment reports and public investment plans.
- GAD concerns should also be reflected in:
- Agency performance commitment contracts and annual performance reports to the President.
- Annual agency budget proposals, work and financial plans.
Role and Responsibilities of the National Commission on the Role of Filipino Women (NCRFW)
- Tasked to monitor the implementation of the Plan across government agencies.
- Responsible for periodic assessment and updating of the Plan every six years or upon changes in national leadership.
- Authorized to call upon assistance from government agencies, government-owned or controlled corporations, and inter-agency structures for implementation and monitoring.
- May issue necessary orders, circulars, or guidelines for coordination and enforcement of the Plan.
- May establish inter-agency committees for effective implementation.
Coordination with the National Economic and Development Authority (NEDA)
- NCRFW coordinates with NEDA for monitoring and assessment functions pertaining to the Plan.
Participation of Non-Governmental Organizations (NGOs) and Private Sector
- NGOs and private entities are encouraged to assist and support implementation, monitoring, assessment, and updating of the Plan.
Institutionalization and Leadership Accountability
- Heads of concerned government agencies bear responsibility for mainstreaming GAD concerns in their respective agencies.
- Assistance is provided by Women in Development (WID)/GAD Focal Points within agencies, where applicable, to ensure institutionalization of the Plan.
Funding and Budgetary Provisions
- Initial funding comes from appropriations set aside under Republic Act No. 7845 and may include funds from bilateral/multilateral agencies or Official Development Assistance (ODA) pursuant to Republic Act No. 7192.
- Future budgetary requirements are to be incorporated in the General Appropriations Acts submitted to Congress.
Effectivity
- The Executive Order takes effect immediately upon its promulgation on September 8, 1995.
