Executive Order No. 273 is titled 'Approving and Adopting the Philippine Plan for Gender-Responsive Development, 1995 to 2025' and it took effect immediately on September 8, 1995.
Section 14, Article II of the 1987 Philippine Constitution, which recognizes the role of women in nation-building and ensures fundamental equality before the law of women and men, is cited as the basis.
It succeeded the Philippine Development Plan for Women (PDPW) for 1989-1992 because the PDPW expired and Republic Act No. 7192 (Women in Development and Nation-Building Act) called for a successor plan addressing gender mainstreaming in development.
To mainstream gender concerns in Philippine development by implementing policies, strategies, and programs that ensure gender responsiveness across government agencies.
All government agencies, departments, bureaus, offices, instrumentalities, including government-owned and controlled corporations at national, sub-national, and local levels are directed to implement the Plan.
GAD concerns must be incorporated in annual agency plans, medium and long-term development plans, sectoral performance assessment reports, public investment plans, agency performance commitments contracts, annual performance reports to the President, budget proposals, and work and financial plans.
The National Commission on the Role of Filipino Women (NCRFW), in coordination with the National Economic and Development Authority (NEDA), is tasked to monitor and periodically assess the Plan every six years or upon changes in national leadership.
The NCRFW is authorized to issue orders, circulars, or guidelines as necessary and may constitute inter-agency committees in consultation with the President and concerned government agencies for implementation and monitoring.
The heads of concerned government agencies and their respective offices hold responsibility for GAD mainstreaming with assistance from their Women in Development (WID)/GAD Focal Points if any.
The initial funding comes from appropriations of government agencies authorized under Republic Act No. 7845, bilateral/multilateral agencies, or official development assistance pursuant to Republic Act No. 7192. Subsequent budgets are to be included in the General Appropriations Bills submitted to Congress.
