Adoption and Implementation Requirements (Section 1)

  • Mandates all national government agencies, GOCCs, GFIs, other national government offices and instrumentalities, government corporate entities (GCEs), State Universities and Colleges (SUCs), and Local Government Units (LGUs) to adopt, disseminate, and implement the PDP 2023-2028.
  • Applies regardless of whether these entities receive funding from the General Appropriations Act (GAA).

Alignment of Agency Programs and Budgets (Section 2)

  • Requires all covered entities to align their budgetary allocations and departmental or corporate programs with the strategies and activities set out in the PDP 2023-2028.

Formulation and Updating of the Public Investment Program (PIP) 2023-2028 (Section 3)

  • Mandates heads of all covered agencies and entities to submit priority programs and projects in line with the PIP Formulation Guidelines issued on October 7, 2022, by NEDA.
  • The initial formulation of the PIP 2023-2028 to be completed by the first quarter of 2023.
  • Requires annual updates or updates as deemed necessary by NEDA.

Monitoring, Reporting, and Coordination (Section 4)

  • NEDA Secretariat tasked to work with implementing agencies to prioritize and sequence strategies, policies, and projects, including proposed legislation.
  • Regular monitoring reports on outcomes and implementation to be submitted to NEDA Board Inter-Agency Committees (IACs), Cabinet sectors, and other government IACs.
  • Mandates submission of agency performance and accomplishment reports in prescribed formats and frequencies.
  • NEDA Secretariat responsible for preparing Socioeconomic Reports reflecting accomplishments and recommending policy directions.

Authority for Additional Issuances (Section 5)

  • Authorizes the NEDA Secretary to issue necessary memoranda, circulars, or orders to facilitate coordination, implementation, monitoring, assessment, and updating of the PDP and PIP.

Funding Provision (Section 6)

  • Department of Budget and Management (DBM) to provide necessary budgetary support for implementation, monitoring, assessment, and updating activities.
  • Appropriations for continuous implementation to be included under the annual General Appropriations Act and prepared following regular budgetary procedures.

Legal Provisions on Validity (Section 7 - Separability Clause)

  • If any provision or section is declared unconstitutional or invalid, other provisions not affected will continue to remain in force.

Repeal Clause (Section 8)

  • Repeals or modifies all orders, guidelines, rules, regulations, or issuances inconsistent with this Executive Order.

Effectivity (Section 9)

  • The Executive Order takes effect immediately upon signing on January 27, 2023.
