An executive order is issued to approve and adopt the Philippine Development Plan for the period 2023-2028, directing all government agencies to align their programs and budgets with the strategies outlined in the plan.

The title is the approval and adoption of the Philippine Development Plan (PDP) for the period 2023-2028. Its purpose is to guide socio-economic development to achieve a prosperous, inclusive, and resilient society aligned with long-term visions such as AmBisyon Natin 2040.

The PDP 2023-2028 builds upon the long-term vision called AmBisyon Natin 2040, adopted under Executive Order No. 5, series of 2016.

The UN General Assembly Resolution No. 70/1, adopted on 25 September 2015, which includes seventeen Sustainable Development Goals as part of the 2030 Agenda for Sustainable Development.

All national government agencies, government-owned or -controlled corporations (GOCCs), government financial institutions (GFIs), other national government offices and instrumentalities, government corporate entities (GCEs), state universities and colleges (SUCs), and local government units (LGUs), whether or not they receive funding support through the General Appropriations Act (GAA).

All agencies must align their budgetary and departmental or corporate programs with the strategies and activities identified in the PDP 2023-2028.

They must adhere to the October 7, 2022 PIP Formulation Guidelines issued by the National Economic and Development Authority (NEDA).

The PIP 2023-2028 contains the priority programs and projects to be carried out by government agencies to support and implement the PDP.

The NEDA Secretariat liaising with implementing agencies and reporting regularly to the appropriate NEDA Board Inter-Agency Committees, Cabinet sectors, and existing inter-agency committees of the government.

Agencies must submit performance and accomplishment reports with respect to the outcomes and outputs identified in the PDP and PIP, in the format and frequency prescribed by the NEDA Secretariat.

The NEDA Secretary is authorized to issue memoranda, circulars, or other orders necessary for the coordination of the implementation, monitoring, assessment, and updating of the PDP and PIP.

The Department of Budget and Management shall provide necessary budgetary support. Appropriations shall be included in the respective agencies' budgets under the General Appropriations Act (GAA).

Per the separability clause, other sections or provisions not affected shall remain in full force and effect.

It took effect immediately on the date of signing, January 27, 2023.
