Approval and Adoption of the National IT Plan 2000 (NITP2000)
- The NITP2000 is formally approved as the national framework for IT development.
- Establishes the National Information Technology Council (NITC) for oversight.
Powers and Functions of the NITC
- Recommend IT policies to the President in collaboration with relevant agencies.
- Monitor, review, and periodically upgrade the NITP2000 implementation.
- Propose legislative measures to accelerate IT development and application.
- Oversee major IT projects and developments, especially within government.
- Guide ongoing IT research and assess industry progress and challenges.
- Promote strategic alliances among government, business, academe, and NGOs.
- Facilitate alliances with international partners for national projects and private sector involvement.
- Assist in sourcing funds for IT program and project implementation.
Composition of the National Information Technology Council
- Chairman: Executive Secretary
- Co-Chairman: Director-General of the National Economic and Development Authority
- Members: Undersecretaries from key government departments (Science and Technology, Trade and Industry, Transportation and Communications, Education, Foreign Affairs, Budget and Management)
- Managing Director of National Computer Center and Head of Presidential Management Staff
- Two private sector IT industry representatives appointed by Chairmen
- One NGO representative focused on social/economic development appointed by Chairmen
- Secretariat support provided by the National Computer Center
Formation of Committees and Working Groups
- NITC to form committees/working groups within 60 days for the five major NITP2000 components.
- These groups focus on operationalizing and monitoring implementation of respective components.
- Additional committees may be created as needed.
Designation of Information System Planners
- All government departments, major agencies, and GOCCs must designate an Information Systems Planner.
- Planner must be at least director-level, serving as the agency’s IT action officer.
- Responsible for preparing, developing, and implementing agency Information Systems Plans aligned with NITP2000.
Funding Provisions
- Operational expenses of the NITC, including secretariat services, are included in the National Computer Center’s budget.
Implementing Rules and Regulations
- The NITC shall issue necessary rules and regulations to ensure effective implementation of this Executive Order.
Repealing Clause
- This Executive Order repeals Executive Order No. 356 dated May 23, 1989.
- Any inconsistent executive issuances, orders, rules, or regulations are modified or repealed accordingly.
Effectivity
- The Executive Order takes effect immediately upon signing on July 19, 1994.
