An executive order was issued in the Philippines to approve and adopt the National Information Technology Plan 2000, establish the National Information Technology Council, and promote the development and implementation of information technology in the country to enhance its global competitiveness and economic growth.

The NITP2000 is a comprehensive and integrated national policy framework on information technology designed to enhance the Philippines' global competitiveness and promote the use of IT for national benefit, approved by Executive Order No. 190 on July 19, 1994.

The President of the Republic of the Philippines approves and adopts the NITP2000 as stated in Executive Order No. 190.

The National Information Technology Council (NITC) is established to oversee the implementation of the NITP2000.

The NITC is composed of the Executive Secretary as Chairman; Director-General of the National Economic and Development Authority as Co-Chairman; Undersecretaries from the Departments of Science and Technology, Trade and Industry, Transportation and Communications, Education, Culture and Sports, Foreign Affairs, and Budget and Management; Managing Director of the National Computer Center; Head of the Presidential Management Staff; two private sector IT representatives appointed by the Chairman; and one NGO representative involved in social or economic development appointed by the Chairman.

The NITC is tasked to recommend IT policies to the President, monitor and ensure the implementation of NITP2000, advocate strategic alliances between government and other sectors, monitor major IT projects especially in government, provide direction for IT research, recommend a legislative agenda promoting IT development, catalyze industry growth through partnerships, and facilitate sourcing of funds for programs and projects.

All government departments, major agencies, and government-owned or controlled corporations (GOCCs) must designate an Information Systems Planner, who shall serve as the agency’s action officer for NITP2000 and IT-related matters, particularly for preparing, developing, and implementing Information Systems Plans.

Operational expenses of the NITC, including secretariat support services, shall be incorporated in the budget of the National Computer Center (NCC).

The NITC is empowered to issue rules, regulations, and other issuances necessary for the effective implementation of the provisions of Executive Order No. 190.

Section 8 is the Repealing Clause which repeals Executive Order No. 356 dated May 23, 1989, and any other executive issuances, orders, rules, and regulations or parts thereof inconsistent with Executive Order No. 190.

Executive Order No. 190 took effect immediately upon its signing on July 19, 1994.
