Legal basis and planning framework
- The Order grounds development planning on the 1987 Philippine Constitution, which requires the government to implement continuing, integrated, and coordinated programs and policies for national development after consultations with appropriate public agencies, private sectors, and local government units.
- It further relies on Executive Order No. 292 (s. 1987), the Administrative Code of 1987, which requires that all socio-economic programs and activities be programmed within the context of well-formulated and consistent long, medium, and short-term development plans and policies to promote both economic growth and the equitable distribution of benefits.
- The Order recognizes that the National Economic and Development Authority (NEDA) is the independent planning agency primarily responsible for formulating continuing, coordinated, and fully integrated social and economic policies, plans, and programs.
Declared policy intent: Ambisyon Natin 2040
- The Order adopts Ambisyon Natin 2040 as the national long-term vision that guides development planning toward the year 2040.
- The Order centers development planning on Filipinos’ aspirations for themselves and the country, aiming to design programs, projects, and activities geared toward achieving development outcomes.
- The Order reflects a national vision arising from nationwide public consultations conducted through focus group discussions and a survey.
Core long-term vision and goals
- Section 1 adopts Ambisyon Natin 2040 as the twenty-five-year long-term vision for the Philippines.
- Section 1 sets the vision that by 2040 the Philippines shall be a properous (prosperous), predominantly middle-class society where no one is poor.
- Section 1 provides that by 2040 the people shall live long and healthy lives, be smart and innovative, and live in a high-trust society.
- Section 2 directs that the Philippine Government aims to triple real per capita incomes and eradicate hunger and poverty by 2040, if not sooner.

Medium-term plans aligned to 2040
- Section 3 provides that four (4) medium-term Philippine Development Plans (referred to as Philippine Development Plans (PDPs)) shall be crafted and implemented until 2040.

- Section 6 provides that all issuances, orders, rules and regulations, or parts thereof, inconsistent with the Executive Order are repealed or modified accordingly.
- Section 7 sets effectivity as immediate upon publication in a newspaper of general circulation.
