Alignment of Agency Programs with PDP 2023-2028

  • All government units and agencies must align their budgetary and program plans to the strategies and activities of the PDP.
  • This includes both departmental and corporate programs ensuring coherence with the national development strategy.

Public Investment Program (PIP) 2023-2028 Submission and Guidelines

  • Heads of government agencies and instrumentalities are to submit priority programs/projects adhering to the NEDA PIP Formulation Guidelines dated 07 October 2022.
  • The PIP for 2023-2028 must be completed by the first quarter of 2023.
  • The PIP will be updated annually or as deemed necessary by NEDA.

Monitoring, Reporting, and Coordination of PDP and PIP

  • The NEDA Secretariat shall coordinate with implementing agencies for prioritization and sequencing of PDP strategies and proposed legislation.
  • Monitoring outcomes and implementation will be regularly reported to NEDA Board Inter-Agency Committees (IACs) and Cabinet Sectors.
  • Government agencies must submit performance and accomplishment reports in formats prescribed by the NEDA Secretariat.
  • NEDA Secretariat will prepare socio-economic reports evaluating progress and recommending policies.

Authority to Issue Additional Implementing Guidelines

  • The NEDA Secretary is authorized to issue memoranda, circulars, or other directives for coordination, monitoring, assessment, and updating of the PDP and PIP.

Funding Provisions

  • The Department of Budget and Management (DBM) shall allocate budgetary support necessary for PDP and PIP implementation and related activities.
  • Future appropriations for continuing these activities shall be embedded in the regular government budget process and included in the General Appropriations Act (GAA).

Separability Clause

  • Any provision declared unconstitutional or invalid shall not affect the validity and enforceability of the remaining provisions.

Repealing Clause

  • Any previous orders, rules, or issuances inconsistent with this Executive Order are repealed or modified accordingly.

Effectivity

  • This order takes effect immediately upon signing.
