Q&A (EXECUTIVE ORDER NO. 14)

The primary purpose of EO No. 14, s. 2023 is to approve and adopt the Philippine Development Plan (PDP) for the period 2023-2028, which aims to guide national government efforts towards inclusive, sustainable economic growth and social transformation aligned with the AmBisyon Natin 2040 long-term vision.

The PDP 2023-2028 is anchored on the AmBisyon Natin 2040 long-term vision adopted under EO No. 5, s. 2016.

The PDP 2023-2028 incorporates coherent strategies and policies aligned with the United Nations 17 Sustainable Development Goals, which aim for poverty eradication and inclusive, sustainable growth as part of the 2030 Agenda for Sustainable Development.

All national government agencies, government-owned or -controlled corporations (GOCCs), government financial institutions (GFIs), other national government offices and instrumentalities, government corporate entities (GCEs), state universities and colleges (SUCs), and local government units (LGUs), regardless of funding support from the General Appropriations Act, are directed to adopt and disseminate the PDP 2023-2028.

Section 2 directs all national government agencies, GOCCs, GFIs, GCEs, SUCs, and LGUs to align their budgetary and departmental or corporate programs with the strategies and activities identified in the PDP 2023-2028.

The PIP 2023-2028 is a prioritized list of programs and projects aligned with the PDP, which various government agencies must follow in their formulation and submission according to the NEDA guidelines.

All heads of national government agencies, GOCCs, GFIs, other national government offices and instrumentalities, GCEs, and SUCs are tasked to prepare the PIP 2023-2028 following NEDA's guidelines, with NEDA facilitating completion and updates annually or as necessary.

The NEDA Secretariat coordinates with implementing agencies for monitoring outcomes and implementation, requiring agencies to submit performance and accomplishment reports. These are reported regularly to the NEDA Board Inter-Agency Committees, Cabinet Sectors, and other government committees.

The Department of Budget and Management provides necessary budgetary support, and appropriations for continued implementation are prepared via regular government budget procedures and included in the concerned agencies' budgets under the General Appropriations Act.

Section 7 provides a separability clause stating that any section or part declared unconstitutional or invalid shall not affect other sections or provisions, which shall remain in full force and effect.

EO No. 14 took effect immediately upon its signing on January 27, 2023.
