Relief Fund Allocation and Distribution
- Six million pesos is dedicated specifically for relief to indigent and deserving victims, targeting rehabilitation of homes, farms, livestock, seeds, clothing, businesses, and other welfare-essential properties.
- Distribution is conducted by the Social Welfare Administration and the Secretary of Agriculture and Natural Resources or their authorized representatives.
- A special committee composed of the Social Welfare Administrator (chairman), a presidential representative, and a designated Philippine National Red Cross representative oversees the allocation.
- Local government consultation is mandatory within ten days of committee notification.
- Priority is given to indigents and the needy.
- The maximum relief amount per family is capped at two hundred pesos, delivered in cash or in kind.
Penalties for Fraudulent Claims and Misconduct
- Any person filing fraudulent claims or collecting amounts exceeding actual damages faces penalties:
- Fine ranging from one hundred to one thousand pesos
- Imprisonment from one month to one year
- Both fine and imprisonment at the court’s discretion
- Officials knowingly facilitating fraudulent claims are subject to the same penalties.
- Officials in charge of fund distribution found guilty shall face imprisonment of not less than one year or penalties as prescribed by existing law.
Public Works Rehabilitation and Restrictions
- Eight million pesos is allocated for repair, reconstruction, or construction of flood and river control works, roads, bridges, public buildings, and other public works damaged by the disasters.
- Distribution of funds is based on damage assessment by the Secretary of Public Works and Communications or authorized representatives.
- Funds are released pro rata and simultaneously to affected provinces and cities.
- Except for flood and river control works, the funds shall not be used for new construction but only for restoration, repair, and reconstruction.
Reversion of Unused Funds
- Any unexpended or unobligated balance of the appropriated funds as of June 30, 1963, shall revert to the general fund.
Effectivity
- The Act takes effect immediately upon approval on June 16, 1962.
