The primary purpose of Republic Act No. 3467 is to appropriate the sum of fourteen million pesos for the relief and/or rehabilitation of flood and/or typhoon victims in Mindanao from the floods and/or typhoon in January and February 1962, and for the repair, reconstruction, and/or construction of flood and river control works, roads, bridges, government buildings, school buildings, and other public improvements damaged by these disasters.

A total of fourteen million pesos is appropriated under this Act for relief and rehabilitation efforts.

Six million pesos are allocated for relief given directly to indigent or deserving victims for rehabilitation of homes and properties, while eight million pesos are allocated for the repair, reconstruction, and/or construction of flood control works, roads, bridges, public buildings, and other damaged public works.

The Social Welfare Administration and the Secretary of Agriculture and Natural Resources, or their duly authorized representatives, are responsible for distributing the relief funds.

No family shall receive more than two hundred pesos in cash or in kind as relief and/or rehabilitation.

The special committee is composed of the Social Welfare Administrator as chairman, one representative of the President, and one representative of the Philippine National Red Cross designated by the chairman.

Any person who fraudulently files a claim or collects any amount exceeding actual damages, or any official who knowingly causes such a claim to be paid, shall be fined from one hundred to one thousand pesos or imprisoned from one month to one year, or both. If the guilty party is in charge of distributing reliefs, the imprisonment shall be not less than one year or as provided by existing law.

The eight million pesos shall be spent on repair, reconstruction, and/or construction of flood and river control works, roads, bridges, public buildings, and other damaged public works distributed proportionately based on damage extent as determined by the Secretary of Public Works and Communications or his representatives. Funds must be released pro rata and simultaneously. No portion of this amount, except for flood and river control works, may be used for new construction.

Any unexpended or unobligated balance as of June 30, 1963, shall revert to the general fund.

The Act took effect upon its approval on June 16, 1962.
