Compensation and Conditions for Census Supervisors

  • Supervisors receive a fixed monthly salary of $150 as full compensation for services and expenses.
  • In cases of travel under directive or emergencies, supervisors may be reimbursed actual transportation costs plus daily subsistence of $1.50 (US currency).
  • When called to Manila for consultation, subsistence may increase to $3.50 per day as determined by the Director.
  • Supervisors are entitled to one clerk ($60/month) and one messenger ($30/month).
  • Half of the supervisor's salary is withheld until the completion and submission of required reports to the Director.
  • Provincial governors and other provincial officers may be appointed as supervisors and receive supervisors’ compensation in addition to their regular salaries.

Salary and Appointment of Enumerators and Special Agents

  • Enumerators and special agents’ daily wage is set at $2 (in US currency), reduced from $2.50.
  • Municipal officials, justices of the peace, and auxiliary justices of the peace may be appointed as enumerators or special agents.
  • Such officials can receive enumeration pay in addition to their regular official salaries.

Legislative Process and Effectivity

  • Passage of the Act is expedited in accordance with the procedural law governing enactment by the Philippine Commission.
  • The Act takes effect immediately upon its passage on October 24, 1902.
