An amendment to Act No. 467 changes the composition of the Census Bureau by adding new positions and specifying their salaries, as well as amending the salary and compensation of supervisors, enumerators, and special agents.

Amendments to supervisor compensation and benefits

  • Section 2 amends the last paragraph of Section 8 of Act No. 467 to set the salary framework for each supervisor.
  • Each supervisor must receive a salary of US$150 per month, and that sum is full compensation for all services rendered and expenses incurred.
  • When a supervisor is traveling under orders, or in serious emergencies during enumeration in the supervisor’s district, or in connection with enumeration of any subdivision, the Director of the Census may allow:
    • the actual cost of transportation, and
    • US$1.50 per day in money of the United States in lieu of subsistence during necessary absence from the supervisor’s residence in the district.
  • The Director may increase the per-day subsistence amount to US$3.50 per day when the supervisor is called to Manila for consultation with the Director.
  • Each supervisor is entitled to one clerk at US$60 per month, and one messenger at US$30 per month.
  • Section 2 provides a withholding rule: one-half of the salary due each supervisor is withheld and not paid until after the supervisor’s schedules or other returns and reports required of the supervisor have been duly rendered to the Director of the Census.
  • The Act makes provincial officials eligible: governors of provinces and other provincial officers are eligible for appointment as supervisors of the census in the provinces.
  • Provincial governors and provincial officers appointed as supervisors receive, in addition to their regular salary, the compensation provided for supervisors.

Amendments to enumerator and special agent pay

  • Section 3 amends Section 10 of Act No. 467 by setting enumerator and special agent pay at US$2.00 per diem, in money of the United States.
  • The Act replaces the earlier US$2.50 per diem rate previously provided in Section 10.
  • Section 3 adds eligibility for appointment:
    • Municipal officials, justices of the peace, and auxiliary justices of the peace are eligible for appointment as enumerators or special agents.
  • When duly appointed, municipal officials and justices of the peace may receive the enumerators’ pay prescribed in Section 10 in addition to their regular salaries or other official compensation while employed as enumerators or special agents.

Procedural mechanism for expedited passage

  • Section 4 directs that passage is expedited using the procedure authorized under Section 2 of “An Act prescribing the order of procedure by the Commission in the enactment of laws,” enacted September 26, 1900.
