An amendment to Act No. 467 changes the composition of the Census Bureau by adding new positions and specifying their salaries, as well as amending the salary and compensation of supervisors, enumerators, and special agents.

Act No. 486 amends Act No. 467 (the Philippine Census Act of 1902) by revising provisions on staffing, salaries, eligibility for census positions, and related administrative compensation.

Section 1 of Act No. 486 amends Section 4 of Act No. 467. It primarily addresses staffing and salary rates for positions in the Census Bureau.

The chief clerk receives $2,250 per year; each of the three secretaries receives $150 per month.

Each of the six clerks receives $133.33 per month. Additional clerks may be appointed “from time to time” with salaries not more than $85 per month.

It allows such number of laborers as may be necessary, with wages to be fixed by the head of the Bureau.

It sets the supervisor’s salary at $150 per month as full compensation for services and expenses, subject to specified allowances in certain travel/emergency situations.

When traveling under orders, during serious emergencies arising during enumeration in the supervisor’s district, or in connection with the enumeration of any subdivision, at the discretion of the Director of the Census.

The supervisor may receive $1.50 per day in lieu of subsistence during necessary absence from residence. The Director may increase it to $3.50 per day whenever the supervisor is called to Manila for consultation.

The supervisor is entitled to one clerk at $60 per month and one messenger at $30 per month.

One-half of the salary due each supervisor is withheld and not paid until after the schedules or other required returns and reports are duly rendered to the Director of the Census.

Governors of provinces and other provincial officers may be appointed as supervisors. They receive the additional compensation provided as supervisors, on top of their regular salary as provincial officers.

It changes their salary to $2.00 per diem in money of the United States, instead of the previous $2.50 per diem.

It states that municipal officials, justices of the peace, and auxiliary justices of the peace shall be eligible to be appointed as enumerators or special agents, and when appointed they may receive the census pay in addition to their regular salaries or other official compensation while employed.

Section 4 states that the bill’s passage is expedited in accordance with Section 2 of the “Act prescribing the order of procedure by the Commission in the enactment of laws,” passed September 26, 1900, because the public good requires speedy enactment.

It takes effect on its passage.

The daily subsistence allowance may be increased by the Director of the Census up to $3.50 per day whenever the supervisor is called to Manila for consultation.
