Legal basis and procedural expedition
- Section 3 declares that the public good requires the speedy enactment of the bill.
- Section 3 expedites passage in accordance with Section 2 of “An Act prescribing the order of procedure by the Commission in the enactment of laws” (passed September 26, 1900).
Municipality reduction to twelve
- Section 1 provides that La Union’s fifteen municipalities shall be reduced to twelve.
- Section 1 defines the new municipality of Aringay as consisting of its present territory plus the territories of Caba and Galiano, with the seat at the present municipality of Aringay.
- Section 1 defines the new municipality of Rosario as consisting of its present territory plus the territory of Santo Tomas, with the seat at the present municipality of Rosario.
- Section 1 preserves the present boundaries of Agoo, Bacnotan, Balaoan, Bangar, Bauang, Naguilian, Namagpacan, San Fernando, San Juan, and Tubao.
Elections and transition of municipal governments
- Section 2 requires municipal elections for each new municipality to be held under the rules of Act No. 730, as amended by Act No. 920.
- Section 2 provides that once the new municipal officials are elected and qualified, the existing municipal organization for each of the municipalities described in Section 1 is abolished for all offices except those described in paragraphs numbered three through twelve.
- Section 2 states that offices held under the abolished organization are vacant and abolished when the new officials take the oath of office.
- Section 2 provides that existing municipalities’ present organization continues until officials elected for the new municipalities have qualified.
