Act No. 935 reduces the fifteen (15) municipalities of La Union to twelve (12) municipalities, restructuring their territorial composition and municipal seats.
Aringay shall consist of its present territory plus the territories of Caba and Galiano, with the seat of the municipal government at the present municipality of Aringay.
Rosario shall consist of its present territory plus the territory of Santo Tomas, with the seat of the municipal government at the present municipality of Rosario.

Until the elected officials for the new municipalities described in Section 1 qualify, the present organization of the existing municipalities continues.
No. The abolition of present municipal organizations and offices takes effect only when the new officials have been elected, qualified, and have taken the oath of office; prior to qualification, existing organizations continue.
Section 2 states that the present organization is abolished except those described in paragraphs numbered three to twelve; these correspond to the municipalities ordered to preserve their present boundaries (Agoo through Tubao, as enumerated in Section 1).
