Upgrading of Health Care Services and Facilities

  • The existing professional health care services and hospital facilities at ISDHM shall be upgraded.

Expansion of Hospital Workforce

  • The hospital's workforce, including doctors, nurses, and support personnel, will be increased.
  • The DOH Secretary, in coordination with the Department of Budget and Management Secretary and the Civil Service Commission Chairperson, will determine new positions.
  • The Chief of Hospital will be consulted in the creation and filling of these positions.

Funding and Financial Provisions

  • The Provincial Government of Ilocos Sur is responsible for funding maintenance and operational expenses of ISDHM.
  • The provincial government must also appropriate funds for additional human resource requirements and facility upgrades.
  • The Secretary of Health shall include capital outlay support for ISDHM in the DOH's subsidy program.

Separability Clause

  • If any provision of the Act is declared unconstitutional, the remaining provisions shall continue to be in full force and effect.

Repealing Clause

  • All laws, executive orders, rules, or regulations that conflict with this Act are repealed or modified accordingly.

Effectivity

  • The Act shall take effect 15 days after publication in the Official Gazette or a newspaper of general circulation.
