The main purpose of Republic Act No. 11865 is to increase the bed capacity of the Ilocos Sur District Hospital-Magsingal (ISDHM) in Magsingal, Ilocos Sur from twenty-five (25) beds to one hundred (100) beds, and to appropriate funds for this increase and related improvements.

The authorized bed capacity of the Ilocos Sur District Hospital-Magsingal is increased from twenty-five (25) beds to one hundred (100) beds.

The Chief of Hospital is responsible for preparing the hospital development plan for any future increase in bed capacity, which must then be submitted to the Department of Health (DOH).

The existing professional health care services and facilities of ISDHM must be upgraded to conform with and be commensurate to the increased bed capacity.

The Act mandates a corresponding increase in the ISDHM's workforce, including doctors, nurses, and support personnel, to match the increased bed capacity.

The Secretary of the Department of Health, in coordination with the Secretary of the Department of Budget and Management, and the Chairperson of the Civil Service Commission, after consultation with the Chief of Hospital, determine the additional new positions.

The Provincial Government of Ilocos Sur is responsible for providing funds to cover the maintenance and other operating expenses of ISDHM.

The Secretary of the Department of Health shall include in the Department's subsidy program support for the capital outlay requirements of the district hospital.

If any provision or part of the Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

The Act took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
