Academic Programs and Mandate
- The campuses shall offer short-term courses, technical-vocational, undergraduate, and graduate programs.
- Program offerings must align with the areas of competency and specialization of the campuses.
- Courses must respond to human resource development needs of Cebu Province and Region VII.
- Mandate includes undertaking research and extension services.
- Expected to provide progressive leadership in academic and community development activities.
Campus Administration
- Each campus shall be headed by a Campus Administrator.
- Administrators must render full-time services.
- Appointment/designation is by the Board of Regents upon recommendation from a search committee and University President.
- Appointment subject to Board’s guidelines, qualifications, and standards.
Compliance with Commission on Higher Education (CHED) Requirements
- Campuses must comply with all minimum requirements for operation and program offerings as prescribed by CHED.
Transfer of Assets, Personnel, and Records
- All assets (real and personal), personnel, and records of the two campuses are transferred to CTU.
- Faculty and staff rights, positions, and security of tenure under existing laws to be respected.
- Government-owned parcels of land occupied by the campuses are property of the University and will be titled in its name.
- If CTU ceases to exist or land is no longer needed, ownership reverts to the local government or the Republic of the Philippines.
Governing Charter and Legal Framework
- The Higher Education Modernization Act of 1997 (RA 8292) is incorporated and forms part of this Act as the governing charter of CTU.
- All relevant powers, functions, privileges, responsibilities, and limitations applicable to state universities and their officials under existing laws are deemed granted or imposed upon CTU and its officials.
Appropriations and Financial Provisions
- Funds necessary for implementation will be included in the annual General Appropriations Act.
Separability Clause
- If any provision is declared invalid or unconstitutional, remaining provisions will continue to be in full force and effect.
Repealing Clause
- Laws, presidential decrees, executive orders, and regulations inconsistent with this Act are repealed or modified accordingly.
Effectivity
- This Act takes effect 15 days after its publication in the Official Gazette or a newspaper of general circulation.
