Authority and coverage
- Section 1 declares September 2 of every year as a special nonworking holiday in the Province of Ifugao.
- The holiday applies within Ifugao for every year covered by the Act.
- Section 2 directs coordination among the Provincial Government of Ifugao, municipal government of Kiangan, the National Historical Commission of the Philippines (NHCP), the Philippine Veterans Affairs Office (PVAO), and the Military Shrines Service (MSS).
Purpose and commemoration
- Section 1 establishes the commemoration of the surrender of General Tomoyuki Yamashita, Commander of the Japanese Imperial Army in the Philippines, in Kiangan, Ifugao.

- Section 2 requires the Provincial Government of Ifugao to lead appropriate and meaningful commemorative programs and activities.
