The Provincial Government of Ifugao, in coordination with the municipal government of Kiangan, the National Historical Commission of the Philippines (NHCP), the Philippine Veterans Affairs Office (PVAO), and the Military Shrines Service (MSS).

Officials and employees of national, provincial, and municipal government agencies and instrumentalities, as well as civic, religious, nongovernment, business, and civil society organizations.

To give significance and honor the heroes and heroines who contributed to the Philippines' liberation from Japanese forces.

It took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

It was approved by President Rodrigo Roa Duterte on October 30, 2018.

To coordinate with the Provincial Government of Ifugao and other bodies to lead meaningful commemorative programs and activities for the special nonworking holiday.
