Plebiscite conduct and supervision
- Section 2 requires the Commission on Elections (COMELEC) to conduct and supervise a plebiscite in the area affected.
- The plebiscite must be held within thirty (30) days from the effectivity of the Act (Section 2).
Barangay officials and special election
- Section 3 provides that the first set of barangay elective officials for Barangay Banawa-Englis shall be elected in a special election.
- The special election must be conducted within sixty (60) days after the ratification by the majority of the votes cast in the plebiscite held in the affected areas (Section 3).
Corporate existence of the barangay
- Section 4 provides that the corporate existence of Barangay Banawa-Englis begins upon the election and qualification of its punong barangay and majority of the members of its sangguniang barangay (Section 4).
Seat of the barangay government
- Section 5 establishes that the seat of Barangay Government of Barangay Banawa-Englis is located at the old Sitio Banawa (Section 5).
Internal Revenue Allotment entitlement
- Section 6 provides that Barangay Banawa-Englis, City of Cebu is entitled to Internal Revenue Allotment shares pursuant to Section 285 of Republic Act No. 7160, known as the Local Government Code of 1991 (Section 6).
Appropriations for plebiscite expenses
- Section 7 provides that the amount necessary to conduct the plebiscite is charged against the Contingent Fund of the COMELEC (Section 7).
Effectivity and publication requirement
- Section 8 states that the Act takes effect fifteen (15) days after its complete publication in at least two (2) newspapers of general and local circulation (Section 8).

- The Act states that it originated in the House of Representatives and was finally passed by the House of Representatives and the Senate on December 15, 2009 and December 14, 2009, respectively.
