Republic Act No. 9905 creates a new barangay called Barangay Banawa-Englis in the City of Cebu by separating the sitios of Banawa and Englis from Barangay Guadalupe.

The sitios of Banawa and Englis are separated from Barangay Guadalupe to constitute Barangay Banawa-Englis.

Some puroks in Sitio Banawa include Eskina Banawa, Verano Compound I & II, Banawa Riverside, Cristina Village, Woodland Heights, Windy Hills, Sambag, Remedios, Greenville, and many others as enumerated in Section 1.

The Commission on Elections (COMELEC) is responsible for conducting and supervising the plebiscite within thirty (30) days from the effectivity of the Act.

The first set of barangay officials shall be elected in a special election within sixty (60) days after ratification by the majority of votes cast during the plebiscite.

The corporate existence of Barangay Banawa-Englis begins upon the election and qualification of its punong barangay and a majority of the members of its sangguniang barangay.

The seat of the Barangay Government shall be located at the old Sitio Banawa.

Barangay Banawa-Englis shall be entitled to IRA shares pursuant to Section 285 of Republic Act No. 7160, the Local Government Code of 1991.

The cost necessary to conduct the plebiscite will be charged against the Contingent Fund of the Commission on Elections (COMELEC).

The Act took effect fifteen (15) days after its complete publication in at least two (2) newspapers of general and local circulation.
