Determination of Building Locations and Allocation of Funds

Procedures for Contracting Construction Work
- Contracts for building erection shall ordinarily be awarded to the lowest responsible bidder.
- At least ten days' public notice of the bidding must be provided.
- Publication requirements:
- In provinces or municipalities with newspapers, notice must appear in one English and one Spanish newspaper.
- If no local newspaper exists, notices must be posted on provincial and municipal building doors.
- Additionally, notice must be published in one English and one Spanish newspaper in Manila.
- The General Superintendent may:
- Waive defects in bid forms.
- Reject all bids if deemed in the best government interest.
- A contract is only valid after:
- Execution of a written agreement adhering to plans and specifications.
- Posting a sufficient performance bond.
- Approval by the Civil Governor.
Role of the Bureau of Architecture
- The Bureau of Architecture provides assistance in:
- Preparing building plans and specifications.
- Letting contracts for construction.
- Supervising construction work.
- The scope of assistance is subject to the Bureau's other duties and directions from the Secretary of Public Instruction.
Expedited Passage and Effectivity
- The Act's passage is expedited due to public importance.
- It follows the accelerated legislative procedure per prior Commission Act.
- The law takes effect immediately upon its passage on December 6, 1904.
