The purpose of Act No. 1275 is to appropriate the sum of three hundred and fifty thousand pesos from the Congressional Relief Fund for the construction of public school buildings in the Philippines.

The appropriation is made out of the relief fund of three million dollars voted by the Congress of the United States by an Act approved March 3, 1903.

The location of the buildings is to be determined by the General Superintendent of Education, subject to the approval of the Secretary of Public Instruction.

Contracts are to be let to the lowest responsible bidder after at least ten days' notice published in newspapers of general circulation in the province or municipality, in both English and Spanish, or through posted notices if no suitable newspapers exist.

The General Superintendent is authorized to waive defects in bids and reject any or all bids if deemed advisable for the best interests of the government.

The Bureau assists in the preparation of plans and specifications, letting of contracts, supervision of construction, and the work of construction as directed by the Secretary of Public Instruction and as the bureau's duties permit.
