The purpose of Act No. 1275 is to appropriate the sum of three hundred and fifty thousand pesos from the Congressional Relief Fund for the construction of public school buildings in the Philippines.
The appropriation is made out of the relief fund of three million dollars voted by the Congress of the United States by an Act approved March 3, 1903.
The location of the buildings is to be determined by the General Superintendent of Education, subject to the approval of the Secretary of Public Instruction.
Considerations include the school conditions and necessities of the province, previous aid received by the province out of insular funds for public school construction, and the assistance the province or its municipalities can provide from their own resources.
Construction is supervised by the division superintendent of schools of the province where the buildings are erected, under the control of the General Superintendent of Education.
The Bureau of Architecture or the architect of the Bureau of Education prepares the plans and specifications.
A written agreement for the completion of the work according to approved plans and specifications, and a good and sufficient bond for faithful performance must be executed and approved by the Civil Governor.
Contracts are to be let to the lowest responsible bidder after at least ten days' notice published in newspapers of general circulation in the province or municipality, in both English and Spanish, or through posted notices if no suitable newspapers exist.
The General Superintendent is authorized to waive defects in bids and reject any or all bids if deemed advisable for the best interests of the government.
The Bureau assists in the preparation of plans and specifications, letting of contracts, supervision of construction, and the work of construction as directed by the Secretary of Public Instruction and as the bureau's duties permit.
