Appropriation for Philippine Govt 1941

Funds are appropriated out of “any funds in the Philippine Treasury” not otherwise appropriated, for government operation during the fiscal year ending June 30, 1941, unless otherwise stated.
The appropriations apply unless the Act provides a different treatment for a particular appropriation or purpose.

Section 3 provides that appropriations for sundry expenses, furniture and equipment, and special purposes for the Office of the President are allotted by the President among bureaus and offices under his direct control.
Section 3 provides that appropriations for Executive Departments are allotted by the Heads of Departments among bureaus and offices under their respective control.
Section 3 directs that allottments must be made as the needs of the service may require.

Section 4 allows the President, when the public interest demands, to reduce the forced savings required of any executive or judicial department.
Section 4 requires a corresponding allottment from the Contingent Fund in the Act when forced savings are reduced.
Section 4 authorizes the President to transfer any part of the resulting increase in the next appropriations of the concerned executive or judicial department to cover a deficit in:
- appropriations for sundry expenses, furniture and equipment, or special purposes of the same department, or
- those of any other executive or judicial department.

Section 5 authorizes the President of the Philippines to use any part of savings from appropriations authorized in the Act.
Section 5 also authorizes the use of any excess of actual collections over estimated ordinary income of the National Government during fiscal year 19 hundred and forty-one.
Section 5 requires that the use for adjustment of employee compensations is done pursuant to Section 12 of Commonwealth Act Numbered Four hundred and two.

Section 6 provides that no new positions authorized in the Act shall be filled without the previous approval of the President.
Section 6 excludes the National Assembly from the approval requirement.

Section 7 prohibits using any appropriation authorized in the Act for renting automobiles, jitneys, or trucks on a monthly basis.
Section 7 also prohibits using appropriations for renting such vehicles on a daily basis for a continuous period exceeding one month.
Section 7 allows rental beyond the limits only if there is previous authorization by the President of the Philippines.

Section 8 authorizes the President, notwithstanding any provision of existing law to the contrary, to suspend or otherwise stop the expenditure of any amount appropriated for any purpose.
Section 8 allows suspension whenever, in the President’s judgment, the public interest requires it.
Section 8 provides that once suspended or stopped, the affected funds become available for other expenditures authorized in the Act that the President may determine.
Section 8 excludes from this suspension authority appropriations for the National Assembly and appropriations of the Judicial Department.
