Questions (Commonwealth Act No. 555)

It is the “General Appropriation Act for the fiscal year nineteen hundred and forty-one,” appropriating funds for the operation of the Government of the Commonwealth of the Philippines during the fiscal year ending June 30, 1941.

They are appropriated out of any funds in the Philippine Treasury not otherwise appropriated.

It limits the spending authority to only the amount actually needed for the stated purposes within the fiscal year, even if the statute authorizes a specific sum.

For the Office of the President, the President allots among the bureaus and offices under his direct control; for Executive Departments, the heads of departments allot among their respective bureaus and offices.

If the reduction/adjustment results in an increase, the President may authorize the transfer of any part of that resulting increase in the next appropriations to cover a deficit in an appropriation for sundry expenses, furniture and equipment, or special purposes of the same or any other executive or judicial department.

The President may use (1) savings from appropriations and (2) any excess of actual collections over estimated ordinary income during 1941 to adjust employee compensations pursuant to Section 12 of Commonwealth Act No. 402.
