Rights and Privileges of Inhabitants in Annexed Territory
- The inhabitants of the annexed municipalities are granted the same rights and privileges as if originally part of Pangasinan.
- Municipal officers in these areas shall have the same relationship with provincial officials of Pangasinan as prescribed by existing laws governing provincial government.
Continuation and Financial Provisions for the Remaining Zambales Province
- The southern part of Zambales remains a separate province under the name Zambales.
- Any revenue deficiencies in the reduced province of Zambales will be covered by the Insular Treasury.
- Existing debts to the Insular Treasury by Zambales remain liabilities of the newly constituted province.
- Funds currently in the provincial treasury continue to belong to the reconstituted Province of Zambales.
Tax Collection from Annexed Territory
- All land and other taxes due or unpaid from the annexed part of Zambales for 1903 and prior years are to be collected by the Pangasinan treasurer.
- The collected taxes are to be credited to the Pangasinan treasury and disbursed as if assessed after annexation.
Expedite the Enactment of the Act
- The Act’s passage and implementation were expedited in accordance with a procedural law enacted in 1900, reflecting urgency for the public good.
Effective Date
- The provisions of the Act take effect on January 1, 1904.
