The main purpose of Act No. 1004 is to annex the northern part of the Province of Zambales to the Province of Pangasinan while the southern part continues as a separate province under the name Zambales.
The municipalities of Alaminos, Bolinao, San Isidro, and Infanta were annexed to the Province of Pangasinan.
The inhabitants of the annexed territory shall enjoy the same rights and privileges as if the municipalities had been originally incorporated in the Province of Pangasinan.
The municipal officers have the same relations to the provincial officers of Pangasinan as prescribed by the Provincial Government Act and Act No. 86 organizing the Province of Pangasinan.
The remainder of the Province of Zambales continues as a separate province under the same name, Zambales.
Any deficiency in the revenues of the reduced Province of Zambales shall be met from the Insular Treasury.
The debts to the Insular Treasury continue to be the debts of the newly constituted Province of Zambales, and funds in the original province's treasury remain funds of the reconstituted province.
The treasurer of Pangasinan collects unpaid taxes from the annexed territory and pays them into the treasury of Pangasinan for disbursement.
The Act took effect on January 1, 1904.
Section 5 expedited the passage of the Act in accordance with Section 2 of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September 26, 1900.
