Amending PD 1588 National Cartography Authority

Executive Order No. 677 is issued by the President under powers vested by the Constitution and pursuant to Presidential Decree No. 1416 (reorganization authority for national government agencies).
Presidential Decree No. 1588 is the statute being amended.
Section 1 modifies the title of Presidential Decree No. 1588 to reflect the National Cartography authority.

Executive Order No. 677 is grounded on the necessity to amend Presidential Decree No. 1588 to give the agency wider latitude to realize its mandated goals and objectives.
Executive Order No. 677 directs organizational expansion by adding one (1) additional Deputy Executive Director to ensure more efficient and smoother management and operation.

Section 2 establishes a National Cartography Authority under the supervision of the Office of the President.
The Authority is created by modifying Section 2 of Presidential Decree No. 1588.
The Authority is referred to as the “Authority” in Section 2.

Section 3 amends Section 4, paragraph 1 of Presidential Decree No. 1588 to vest governance and policy direction in an Executive Board called the “Board.”
The Board is composed of the Director-General, National Intelligence and Security Authority as Chairman and six (6) members appointed by the President.
The six (6) members are nominated by the Chairman under Section 3.
Section 3 frames the Board as the central decision-making body for governance and policy direction.

Section 4 amends Section 6, paragraph 2 of Presidential Decree No. 1588.
The Executive Director must be assisted by one (1) Deputy Executive Director for Operations, one (1) Deputy Executive Director for Production, and one (1) Deputy Executive Director for Technical Services and planning.
The amendment restructures top-level management by expressly requiring these three deputy positions.

Section 5 declares the function of the Authority to be policy determining, highly technical, and highly confidential.
Section 5 provides that all staff appointments, including regular professional and administrative staff of the Authority, are exempt from the Office of Compensation and Position Classification’s rules and regulations.

Section 6 integrates into the Authority the mapping functions of the Bureau of Coast and Geodetic Survey (BCGS).
Section 6 includes the applicable appropriations, records, equipment, property, personnel, and projects of BCGS.
The integration is correspondingly made as may be necessary to carry out the mapping functions being transferred.

Section 7 amends Section 12 of Presidential Decree No. 1588 on appropriations.
For CY 1981, Section 7 appropriates Thirty Million Pesos (P30,000,000.00) from the Foreign Assisted Projects Support Fund (Capital Outlay Fund) for the construction of the permanent building of the Authority.
After CY 1981, Section 7 requires that further appropriations for the Authority be included in the General Appropriations Act.

Section 8 repeals or modifies all provisions of existing laws, decrees, executive orders, and regulations that are contrary to or inconsistent with Executive Order No. 677.
Section 9 declares the provisions of Executive Order No. 677 separable.
If any provision or its application is held invalid or unconstitutional, the validity of the other provisions remains unaffected under Section 9.
