EO No. 677 cites that, pursuant to Presidential Decree No. 1416, the President is granted power to reorganize national government agencies.
To amend P.D. No. 1588 by giving the agency wider latitude to realize its mandated goals and to add another Deputy Executive Director for more efficient and smoother operations.
It changes the title to: “Establishing a National Cartography Authority, Defining Its Powers and Functions, Appropriating Funds Therefor, And For Other Purposes.”
A National Cartography Authority (the “Authority”) is created under the supervision of the Office of the President.
An Executive Board (“Board”).
The Director-General of the National Intelligence and Security Authority (NISA) serves as Chairman.
The Board includes six (6) members appointed by the President, nominated by the Chairman.
The Executive Director is assisted by: (1) one Deputy Executive Director for Operations, (2) one Deputy Executive Director for Production, and (3) one Deputy Executive Director for Technical Services and Planning.
All staff appointments, including regular professional and administrative staff, are exempt from the Office of Compensation and Position Classification’s rules and regulations.
The mapping functions of the Bureau of Coast and Geodetic Survey (BCGS) under the Ministry of National Defense, including applicable appropriations, records, equipment, property, personnel, and projects necessary for the purpose.
It appropriates from the Foreign Assisted Projects Support Fund (Capital Outlay Fund) P30,000,000.00 for the construction of the Authority’s permanent building.
Thereafter, further appropriations for the Authority shall be included in the General Appropriations Act.
All provisions of existing laws, decrees, executive orders, and regulations contrary to or inconsistent with EO No. 677 are repealed or modified accordingly.
If any provision or its application is held invalid or unconstitutional, the validity of the other provisions shall not be affected.
It takes effect immediately.
It modifies the Authority’s supervision (Office of the President), governance through an Executive Board chaired by NISA’s Director-General, the Board’s composition, and the Authority’s top management support structure through specified Deputy Executive Directors.
