Obligations of Grantees or Trainees
- Must comply with all terms and conditions of the scholarship or training grant.
- Must conduct themselves honorably so as not to bring disgrace to themselves or the Philippines.
- Must maintain academic or training standards.
- Required to submit official transcripts at the end of each quarter or semester.
- Must return immediately after scholarship or training ends.
- Report on study or training results must be submitted within 60 days of return to work.
- Submit a re-entry plan outlining how to apply new skills, to be submitted after at least six months of study/training.
- Service obligations based on the nature and duration of the scholarship:
- Academic programs: 2 years minimum service per year or fraction over 6 months.
- Non-academic programs, fraction of a year from 2 to less than 6 months: 1 year service.
- Fraction of a year less than 2 months: 6 months service.
- Failure to meet conditions like proper conduct, academic standards, and reporting leads to cancellation and recall of the grant.
- Grantee must refund all expenses if failure is due to fault or neglect.
- Mandatory refund if service obligation is not fulfilled due to voluntary resignation, retirement, separation by own fault or control.
- Displaced scholars due to departmental reorganization have special provisions for service obligation and refund.
- Proportionate refund allowed if grantee serves at least 75% of service obligation.
- Condonation of refund possible only in cases of office abolition, involuntary phase-out, death, or permanent disability.
- Committee may impose additional penalties for failure to fulfill obligations.
Clothing Allowance and Per Diem for Officials and Employees Traveling Abroad
- Different classes of officials and employees are entitled to specific clothing allowances and per diem rates:
a) Highest rank officials (e.g. Department Secretaries, Cabinet members, Ambassadors) receive $100 clothing allowance and $300 per diem.
b) Vice-chairmen, Assistant General Managers, Directors, General Officers, and equivalents receive $300 clothing allowance and $80 per diem.
c) Heads of primary units, constitutional commissions, foreign service officers, state college heads, and equivalents get $250 clothing allowance and $70 per diem.
d) All other employees receive $250 clothing allowance and $60 per diem. - Cabinet members and equivalent also receive an additional $80 per day for reasonable expenses.
- Per diem is granted only for the duration of official travel, including travel time.
Pre-Travel Expenses for Grantees and Trainees
- Provided an allowance of P600 covering:
- Local transportation fares within and to/from Metro Manila.
- Medical examinations.
- Processing of passport, travel tax exemption, and related incidental expenses (photos, affidavits, birth certificates).
- Airport expenses including excess baggage fees.
- Local porterage at customary rates.
Review and Implementation of Allowance Rates
- A Special Committee on Scholarships, in coordination with the Department of Budget and Management, shall periodically review the rates for allowances, per diem, and other expenses.
- The Committee is responsible for promulgating implementing rules and regulations.
- Such rules take effect 15 days after publication in a newspaper of general circulation.
Effectivity
- The Executive Order takes effect immediately upon signing.
This Executive Order substantially amends provisions related to scholarships, training grants, allowances, obligations of grantees, travel expenses, and administrative procedures, aligning them to updated policies and service requirements.
