Classification of Employment Status
- Permanent status is granted to those meeting minimum qualifications and appropriate eligibility in line with laws and rules.

Nature of Appointment Types
- Original appointment is the first entry into service; probationary period of six months for career service with character investigation applies.
- Probationers can be dropped anytime within the probation for unsatisfactory conduct or lack of capacity; this action is appealable to the Commission.
- Reemployment involves reappointment after separation by various modes such as retirement, resignation, reduction in force with a gap in service; no prior authority needed for reemployment of retired persons under 65.
- Reappointment occurs without a service gap during reorganization, devolution, salary standardization, re-nationalization.
Personnel Movements Without Formal Appointment
- Personnel movements like secondment and designation do not require appointment issuance but need an office order from authorized officials.
- Secondment is a temporary assignment to another agency or international body, limited mainly to managerial, professional, technical, and scientific employees.
- Secondments over one year require Commission approval; memorandum of agreement and employee concurrence must be submitted.
- Violation of secondment terms is grounds for discontinuance and possible disciplinary action.
- Payment of salaries during secondment is the responsibility of the receiving agency; salary differences are adjusted accordingly.
- A designation imposes additional temporary duties that can be terminated at the appointing authority's discretion.
Effectivity of Appointment
- Appointments take immediate effect upon issuance and assumption of duties, entitling the appointee to salary immediately.
- Appointments may not take effect earlier than their issuance date.
- For local government units, appointments requiring local legislative concurrence take effect only after such concurrence.
- Change of status from temporary to permanent depends on eligibility certification or license presentation and verification.
- Changes based on education, training, or experience require proof and endorsement for effectivity.
Correction of Personal Data Discrepancies
- Requests for corrections in name, date or place of birth must be filed with the appropriate Civil Service Regional Office.
- Requests must be accompanied by authenticated birth certificates with timely recorded information.
- Late recorded birth certificates need court orders for corrections to be made.
- Corrections made through proper written orders of the Civil Service Regional Office.
Separation and Dropping from Rolls
- Employees absent without approved leave for 30 consecutive working days may be dropped from the rolls without prior notice but must be notified within 5 days.
- For absences less than 30 working days, return-to-work orders are issued with failure to report providing grounds for removal.
- Poor performance or physical/mental unfitness are other grounds for dropping employees from rolls.
Restrictions and Conditions on Appointment
- Persons losing elections (except Barangay elections) are barred from appointment/reemployment for one year after the election.
- Compulsory retirement age is 65; extensions up to 6 months or 1 year (for those completing 15 years GSIS service) may be granted in meritorious cases by the Commission.
- Extension requests must be filed before compulsory retirement; service credits and benefits during extension are regulated.
Private Business Engagement and Outside Activities
- Engagement in private business or profession by officers/employees requires written permission from agency heads.
- Absolute prohibition applies to those whose duties demand full government-time commitment.
- Permission conditions include limiting outside activity to non-office hours and ensuring no conflict with official functions.
Promotion Restrictions During Leave or Secondment
- Employees on study leave or secondment are ineligible for promotion during these periods.
Effectivity of Amendments
- The provisions and amendments take effect immediately as adopted on August 27, 1999.
